Sec. 6-1. Condition.
All bicycles operated in the city shall be in good normal working condition.

Sec. 6-2. Riding after dark.
It shall be unlawful for any person to ride a bicycle after dark. This section shall not apply to a person riding after dark on business.

Sec. 6-3. Stunting; racing.
It shall be unlawful for any person riding a bicycle to practice stunts or to race on the streets.

Sec. 6-4. Parking at shopping center.
It shall be unlawful for any person to park or set any bicycle on the sidewalk or the arcade of the Manassas Park Shopping Center.

ARTICLE II. LICENSE
Sec. 6-16. Required.
No person shall operate a bicycle within the city unless it has been currently licensed in accord with this article.

Sec. 6-17. Applicant to understand “Rules for Bicyclists.”
A full understanding of the pamphlet “Rules for Bicyclists” by the applicant for a bicycle license shall be considered a prerequisite to the issuance of the license.

Sec. 6-18. Fee.
The fee for a bicycle license shall be two dollars ($2.00).

Sec. 6-19. Issuance.
Licenses for bicycles will be issued to bicycle owners only at the public schools. A policeman will issue such licenses.

Sec. 6-20. Attachment of plate.
The proper license plate will be firmly attached to the frame of each bicycle.

Sec. 6-21. Term.
A license issued under this article shall be valid for one year from the date of its issuance.

Sec. 24-37. Failure to wear protective bicycle helmet.
Any person fourteen (14) years of age or younger riding or being carried on a bicycle within the city on any highway (as defined in Code of Virginia Section 46.2-100), sidewalk, public bicycle path or other public property shall wear a protective helmet. The helmet must be worn on the person’s head and must meet the standards promulgated by the American National Standards Institute or the Snell Memorial Foundation.
Violation of this section shall be punishable by a fine of twenty-five dollars ($25.00). However, such fine shall be suspended (1) for first-time violations and (2) for violators who, subsequent to the violation but prior to the imposition of the fine, purchase helmets of the type required by this section.
Violation of this section shall not constitute negligence, assumption of risk, be considered in mitigation of damages of whatever nature, be admissible in evidence or be the subject of comment by counsel in any action for the recovery of damages arising out of operation of any bicycle, nor shall anything in this section change any existing law, rule or procedure pertaining to any civil action.
